OUR HISTORY

Saginaw Valley Centers, Inc., dba DOT Caring Centers, Inc., has been licensed by the State of Michigan as a Substance Abuse Treatment Center since January of 1981. A small outpatient clinic was opened in Saginaw, Michigan. The staff consisted of 1 full-time counselor, two part-time counselors, one administrator and one secretary.  Referrals primarily came from both the Saginaw and Bay City General Motors manufacturing plants. In 1985, the State Legislatures passed a new Drinking and Driving law. Saginaw County 70th District Court requested DOT to develop a program for violators of this law. The program, mainly educational, was developed and is still used for the local District Courts at all DOT sites. In 1986 we opened 2 more outpatient clinics in the Tri County area and 1 in Flint, Michigan. DOT provided treatment services to 3 local (Saginaw and Bay City) hospitals in their Detox units for approximately 3 years during these early years. 


In 1989 DOT opened a Residential Program. This program was for male clients only later, women were admitted. Our current Residential Program site remains successful and maintains a 90% full-bed capacity. Through the 90’s and into 2000 various service contracts were awarded by;  Federal and Pretrial agencies, numerous EAP Programs, Saginaw County Community Mental Health, Genesee County Community Mental Health, Saginaw County Substance Abuse Coordinating Agency (TAPS), Genesee County Substance Abuse Coordinating Agency, Bay Arenac Behavioral Health (RCA), Managed Care agencies, HMO’s, etc… In 1993 DOT began providing treatment and case management services for Women and Children through a grant funded program with the Saginaw County Substance Abuse Coordinating Agency. In 2000 the program was State funded and DOT was designated as the 1st Outpatient Women and Children Specialty Program. Bay Arenac Behavioral Health gave DOT the same designation in 2003. 2004 brought about an expansion of Outpatient services to Shiawassee County (Owosso). November 2005, an Outpatient Clinic was opened in Tuscola County (Caro). In January of 2007, we opened a Detox unit at the Residential site. After six years, we are maintaining an average of five full beds daily. Financial losses at the Flint site determined the need to close that site in January of 2008. In 2009 the economy took a down turn and the Bay City and Caro sites were also closed in December 2009. The history of DOT Caring Centers, Inc. has been filled with opportunities and challenges. From very humble beginnings, and a staff of five, we have grown to a professional employee base of 40 men and women. Over 30,000 clients have received services in our 38-year history. We believe this attests to the quality and integrity of our mission.
